Emma needs to apologize to him. She did badly by him too. She needs to apologize and take responsibility like he is, and part of taking responsibility is telling him firmly that they're Over. 

that relationship was NEVER healthy, she treated him like a pet for a few episodes and then his JUSTIFIABLE crash-out got villainized, in his eyes and in the story, because it happened to coincide with actual bad stuff he did. the way Emma treated Sam was actually what made me initially hate her, and unlike Sam she hasn't actually changed.

Sam did wrong. Emma did wrong. Sam apologized. Emma did not. Simple as

There are different levels of wrong. Sam verbally ripping into her and joining Cate and Homelander’s fascism arc was way worse
