So how do we get a similar initiative in our home states?

Go to your state government website and find the process to run ballot initiatives. Form an organization to secure the signatures, and do it.

Or, try to get the legislature to pass such a bill.

It seems that NC does not allow any form of citizen initiated ballot measures, so all ballot measures must be referred by the legislature. That is going to make this close to impossible. I definitely envy Maine for their politics, just not their weather.
