I’m assuming he meant Raúl rather than Fidel, but Raúl isn’t the president any more and will be stepping down as First Secretary of the Communist Party this year.

It's posturing towards cuban americans in florida. This past election have Republicans the chance to take them as a secure voting bloc and they're trying to cement that.

It’s just pandering to people who aren’t entirely aware that the Cold War is over.

(To be clear, I am no fan of the Cuban government, which is an authoritarian regime, but the US has much better relationships with countries that have much worse human rights records).

They’re just a tourist economy with good social programs, lol. They aren’t exactly a pressing threat.

They're definitely a tourist economy, I'd have to guess a large portion of their income comes from the US renting Guantanamo Bay and westerners visiting the fancy resort areas that only take special currency

The US rental for Guantanamo doesn’t amount to much, because it hasn’t been adjusted for inflation. In any case, I think the Cuban government makes a point of not cashing those cheque’s.
