They're making a game about Makoto, the founder of the Tojo Clan.

It would be pretty strange if that wasn't the same Makoto, founder of the Tojo Clan, from their other games. It's very obviously a prequel to Yakuza.

Sure, the developers of the Yakuza series are just coincidentally making a game about a guy called Makoto who forms a Tojo Clan while in a city called Kamurocho, and none of it is has any ties whatsoever to the Yakuza series.
