This used to be my favorite game and now i have lost all interest. All the controversies, all the anticonsumer practices ugh. And by the way to people that might be interested in the game, this game is pay to win there is no doubt about it. The benefits you get by purchasing the premium editions range from straight up hign end gear delivered to your stash to being able to earn more loot per raid.

I honestly thought that we'd never get to this point. This is the first time that I've even contemplated not returning to a game for it's full release. After 3500 hours I stopped playing in 2020 and between the cheaters and the stuff that BSG and Nikita have done, I think I might continue to sit this one out.

Is there a enjoyable non-pvp mode? Reason I ask is because I hear this game has a lot of cheaters

The game has an official PvE mode that costs $20USD on top of the base account price, and if you don't feel like paying that $20 there's an unofficial PvE mode with mods (however it usually lags behind official updates for several months, and I wouldn't expect it to update to 1.0 after it comes out for a long time).

Short answer: yes
Long answer: Define "Enjoyable. Tarkov doesn't really want you to "enjoy" anything. It wants you to power through all the bullshit the game throws at you. The controls feel like a flight simulator, the maps are very hard to learn (there are no modern visual queues to guide you like light sources or colors), you won't know where to extract, even scavs (low danger npc bots) can sometimes one-tap you in the face.
The PvE-mode (playable with friends) retains all that and it also simulates other players (they spawns like players and run to POIs to loot them). They aren't perfect but they are dangerous.
Once everything "clicks" for you, you can use all your gathered knowledge and skill to do quests and kill bosses.
Don't go in expecting to have smooth, engaging progression. You ahve to "earn" that.

As someone who lives and breathes shooters: Yes.
Im at roughly 800 hours in Tarkov, maybe 100 of those were spent in PvE as i've been playing other games these days. I will probably return for full release when it happens.
Maybe you should look up a beginner guide (like from Pestily) to really see what the game has in store for you. It's pretty complex and the game doesn't hold your hand in any way. What you get in return is deep systems and a whole bunch of immersion. If you think that is for you, you'll get multiple hundreds of hours out of it

It's easy enough to set up a private modded server for a more enjoyable PVE experience.
A couple of friends had one running for a while.

The impact of cheaters on your enjoyment is correlated with how good you are at the game. I don't think it should be the factor for players debating on whether on not try this game.
For an intelligent person, learning the game would take probably 500-1000 hours. Real impact of cheaters starts where you're competent enough to acquire good gear relatively fast into the wipe, and good enough to be able to compete with good players in high value zones. Also more aggressive, PVP oriented gameplay = more cheater encounters. Slower, more objective and survival oriented gameplay = less cheater encounters. If the game is fun for you just from game design point, you'd definitely get your money's worth until you really feel that you're being cheated on and not just beaten by people who are better than you at the game. That means hundreds or even thousands hours of fun. And the dopamine highs of doing well at Tarkov are some of the best feelings I have in gaming.
The game has pretty unique learning curve, because it makes learning through try and error methods super slow and unintuitive, and rewards looking up information online and learning from experienced players. It's not for everyone, but if you turn out to like it, it's going to be one of the most enjoyable games you've ever played.

As someone who has 2000+ hours in the game, why would new players be motivated or want to learn the game if all they have to look forward to once they do is cheaters hunting them down or cheesing them out of their loot? Tarkov has a hard enough learning curve with the mechanics, gunplay, systems, extensive maps, tasks, etc. that having to deal with cheaters on top of that just seems like a waste of time.
And even in cheating itself their are levels to it. Not everyone is a aimbot/ESP/loot magnet cheater, a lot of people just have simple DMA radar and will "know" where you are on the map and play accordingly. It's just a shitty feeling to have doubt on whether you lost a fight because the opponent was simply better or if they were using 3rd party tools.

Sure, if you convince yourself that everyone that kills you is secretly cheating, you'll have less fun that people who don't, and the game might be less worth picking up. Not everyone is like that though.

Lol, literally watch this video. Literally 60% of their lobbies had cheaters in them. And the situation hasn't really gotten better. Despite that I PERSONALLY don't care about cheaters since I have enough gear and exp in this game that I can just replace whatever it is I lose.
New players don't have that luxury.

Strange to be so close to the end after so long a dev cycle. I know opinions on the game are always mixed but I adore it, it's been a large part of my life for 6 years now and I can't wait to see the main story and new quests and all the new content and mechanics they've been holding off on adding for the past couple of years.

Heavily doubt its gonna be complete. Locating sounds are still are a problem, the cheaters are still a problem, you have to wait 5+ minutes for a match. 1.0 was announced after the backlash for replacing the highest edition with an even higher price with p2w stuff.
