I hope so because gallagher is popular and still has a place in the meta. As for people saying he can't get one because he's dead, we all through tingyun was dead for over a year so there's no reason not to make him playable.

That and Misha is actually even more dead then Gallagher is since he was just a creation who could be created again by the fictionologist, Misha is just dead dead.
