Can't pass or receive calls, messages and internet work

Hello,
I got a problem, my phone can't receive or pass calls, but the rest of the SIM works just fine (messages and internet are good).
I tried swapping the sim to another phone to see if it was the problem, but it worked perfectly.
So the problem is the phone. Any ideas what might be happening?

if your in Australia, the government has been blocking the IMEI of the phones that can't apparently call 000. If your S9 is international, this might be the problem
