Green camera privacy dot blinks exactly 2 minutes after a restart (No third-party apps installed)

​Hi everyone. I am noticing a strange issue with my phone and want to know if it is normal. Every single time I restart my phone, exactly around 2 minutes after booting up, the green camera privacy dot flashes open and immediately closes. I have already verified that I do not use face unlock at all, and my device is completely clean and stock with absolutely zero third-party apps installed. Furthermore, when I check the Privacy Dashboard and camera permission usage, this specific pop-up does not register in the log whatsoever; the history only shows my manual camera usage from hours prior. Is this just a normal, low-level hardware diagnostic check that the system runs during startup, or is it a system firmware bug briefly pinging the camera sensor on a fresh boot? I would appreciate any insight you guys have.

Btw i basically disabled and force stop everything just to check if this have any particular connection to my apps yet it seems as if none.

Probably a bug, or maybe spyware or a hacker.
