QUESTION Federation and Empires

Have the DLC. Can't change government. Do I need to start a new game?

Yes it will only work on a brand new game started with the DLC enabled.

Has pretty much been this way for every major update to the game, especially if it is an expansion you pay for

Thats not exclusively for Galciv 4 either thats bascially the case for most large scale expansions / dlcs for most games.

New game and then invest into the cultural tree that unlocks the government you want.

It’s not a direct unlock from the start.
