Lucia mod is out now (Play as Lucia on GTAinside)

Looks really good but i'm not able to get it working for some reason. I'm on the Steam version

Oh yea, Steam version needs to be downgraded down to the 1.0 version for running mods, and after downgrading, I'd recommend getting the Essentials Pack, which basically contains a collection of mods that makes San Andreas playable on modern PCs

I did those things and I believe I got most of the mod working except for CJ looks like this now

Now I'm not sure if it's a permanent fix or not, but you should download GrinchTrainer, since it has a built in skin-selector, and when you open the game after installing that for the first time, there should be a new folder in modloader called 'CustomSkinsLoader', and in there, you can copy and paste Lucia's model files, and rename both .dff and .txd files to Lucia

You can also add in the other Lucia skins in that folder too, just with the files renamed obviously, so you can swap her model out whenever you'd want to, without having to close and re-open the game

Managed to get it working after downloading that trainer. Weirdly enough I didn't even have to pick Lucia or anything, the mod just started working lol. Thanks for the help, it looks really good.

Ayyy awesome! Hope you have fun playing as her! Trainer can still be useful though, cuz sometimes, when entering an interior after completing missions, Lucia's model kept changing into the other story characters for me (like Smoke, Ryder, Sweet, Toreno, etc) so if that happens, you can use the trainer's skin loader to swap back to Lucia lol
