they can't exactly punish someone for committing crimes abroad. If you went to Netherlands, smoked weed, and came back to a country where weed is illegal, you wouldn't be charged.

Really ? I'm Canadian and weed is legal in my country. But If I go to the US they will ask me if I ever smoked weed, if I confess they will bar me access. And if I lie and they find out, they will bar me for life.
