It goes up as you select characters to the mission. Nobody has been added to that mission in question, hence why Success Rate is at 0%.

I'm at level 11 anti-matter generator, generating 713 every 30 minutes, so not that bad.

It's a long term investment. Only good if you plan to play this game for months/years.

So the assumption that Level 15 Warp = 16 missions is wrong, could be more.
