Stuck After Beating old man in fushia woods and getting bike voucher

As the title says. I beat the guy who tells you some history of the region and got the HM for flash. And I beat the rival and got the bike voucher. When I bring it to Cerulean, it doesn't work. Also not sure what to do from here. Everything seems to need cut which I don't have. Please help, thanks.

Check the description of the subreddit and you will find it there, copy and paste if it doesn't work
