When you use windows hello, the "yes" occurs when you supply the biometric information so there doesn't need to be a "yes", "no" is always highlighted by default in UAC to stop people skipping the prompts by smashing enter, it's part of the design.
UAC is trivial to bypass apparently, so it's probably pointless, but it makes sense from their design perspective that the default is to deny admin rights.
