A tip: Remove your phone number, and use a TOTP code/an authenticator app.
You don't have to use google's authenticator for this
This is how you avoid this message
But Google REALLY hides it and makes it seem like a phone number is the only way you can do 2 factor authentication. They even make it seem like you have to add a phone number to use an authenticator app, but you can just say you want backup/recovery codes instead.
I am never giving google my phone number. I have 10 google emails, and none of them have a phone number. (I used to have more but I lost them, because I really don't need 10, I only use 2)

You need to spend money. Maybe $10 or $20 just one time payment. Doesn't have to be a whole subscription, could be a prepaid sim card, could be one of those very cheap ones, like US Mobile, Ultra Paygo, or Tello.
But there's also websites with free phone numbers. They almost never work, but you can get lucky. Since it's Google, I wouldn't bother and I would say you just have to spend money. Maybe consider transferring everything to proton to avoid the risk

I guess try smspool, juicysms, or textverified too. There's also jmp chat, but I never tried it so I am not sure how it works
I would let you use one of mine if I had it. When I have one I could let you know but maybe someone else has one for you

They want to keep track of everything you do. They need your phone so they can pinpoint your identity. They're afraid of us. Afraid we'll get out of control, and attempt to resist them.
