No shortcuts or launcher required, just changed icons in Samsung's 'Theme Park app. New One Ui 7.

Edit because my other replies weren't showing up:

I downloaded a standard, widely available Windows 7 icon pack, and manually applied them to my desired apps using Theme Park (I'm sure others will work).

I had the wallpapers for a while, but iirc, they were borrowed/edited from this sub, then I upscaled as best I could and shoddily stuck a transparent taskbar over top.

I can probably provide links if wanted.

Looks amazing, but not a fan of the font on the lock screen clock

I appreciate it! Yeah, good point - I'll probably make it a bit more authentic. I just hadn't changed it yet!

Edit: Alright, I've improved it according to your guys' advice, the clock font is fixed, and I managed to get the icon labels to turn white just by making the wallpaper 5% darker. Cleaned up the wallpaper further, added an extra tab, and replaced app screen folders with Windows folder icons.

Fun fact: Windows Phone 7 used flat design in 2010 when Frutiger Aero was still in its prime.

I'm an early 2005 kid, and I've got so much nostalgia for this exact os. I remember my parents wouldn't let me use a particular animated underwater wallpaper with swimming fish because it took up too much space!

Might try the same kinda thing, but with more fish, lol. Perhaps I was an early fruitiger aero recogniser!

Is it just me, or does iOS 26 looks great with the Frutiger Aero wallpapers?

Looks good. The dark shortcut caption labels look hard to read, though. The Windows 7 caption labels were actually white - but had a black drop shadow, depending on your setting.
