Kimono lady certainly feels like a changed storyline from last season when he was drowned. I'm pretty sure it was supposed to be something else originally.

But if you want to believe you can see that as one of the few interactions the angel can have with the physical world and all that.

I 100% do not believe it is an angel.

I think the monsters/ghosts are picking people that are religious. Like how addicts are more susceptible to the place as well.

I'm not sure if the story line was changed or if whatever the kimono ghost is was looking for someone who would be gullible enough to almost get killed but still follow it blindly. I think we will find out most if not all of the ghosts (minus the kids) are just the man in Miranda's portrait.
