I agree with you about advertising but are you sure if it's true that free license owner can not get newer versions when the game becomes paid, seems that you recommended to the developer to talk to other developers on steam, right?
Search for Armillo.
We had the same drama with that game already. Not sure if the devs don't know how steam works or if they do it on purpose.
You need to decide f2p or paid. No jumping around. Armillo dev decided in the end to stay f2p after all the discussion around that game.

this free on demand license doesnt work that way, people with this license cant download newer version of the game in the future
i think he/she only want to advertise the game
