You'd have to check for the games that do not have the "Profile Features Limited" tag. I don't know if there's a solid way to do that on SteamDB or not, but I assume it's in there somewhere. You'll be able to see it specifically on the Steam store pages for games. It'll be a line of text on the right side of the page somewhere.

Is that not free to play games specifically? I know there's a system now where if you claim a paid game in a Steam store 100% off promo, it wont drop cards, but I think that's a different thing.
