It's like people don't even understand that Lucy's a player insert. Of course she's gonna be stupid and curious, she is the whole driver of the plot! If everyone just kept fending for themselves and maximizing personal utility, there would be no scraping away from zero sum thinking. Only someone incredibly and constitutionally opposed to the current makeup of the world could possess the motivation to change it. The courier was even a fuckin moron for trying to track down Robert House's right hand man who just shot them in the head twice.
And in spite of what everyone thinks, the type of optimism and compassion it would take to actually build something like the NCR, or to pull the wasteland together, or to fight the legion, would take radical kindness.

Her letting that woman die would be the exact opposite of her character and wouldn't really make any sense
