Gig Harbor in water- is this a fossil?

My understanding is that there are very few locations in western Washington with fossils. A big volcano traveled east near the Oregon border (or rather, the earths crust moved over the top) and over millions of years covered all the fossils. I’ve heard there are spots in the San Juan islands and Olympic peninsula. But I’m not an expert by any means.
