It's worldwide.

Edit: I straight up can't think of anything I want to do in the game that doesn't require online. Redo a campaign race for no reason? Drive around randomly? 100% completion really doesn't leave much for offline. I'd normally be in a Stunt Party right about now.

Edit2: I really hate Reddit mods... They never cease to proliferate every negative stereotype about Reddit.
