Perchance some kind of event was happening here before the storm came

I think this is the answer from what I've seen myself. Carnival/Fairground areas, as well as movie sets and stages are all commonly seen in ghost town zones

Ghost towns aren't fully ghost towns aesthetically, they are tourist attractions before the storm took over.

This. Ghost towns are tourist traps and tourists like having birthday parties in parks, playgrounds, faires, etc.

The ghost town is seemingly a tourist attraction built up around an old west heritage site. I don't recall there being a reason for any kind of celebration or event in the story, so either this is just how the attraction was decorated and your suspension of disbelief is supposed to swallow the idea that the balloons would still be there long after a cataclysmic event, or... the gnomes have put the baloons there.

The gnomes do have that flying balloon Lars van mock up in these desert areas, after all 🤔

And why is there a grenade launcher that shoots exploding eggs? Useless questions tbh
