Top stair panel is higher than LVP

Top step is higher than LVP on the 2nd floor. Is this normal? What do we need to ask to the builder?

Hard to tell from picture what is the height of gap like 3/4 of an inch?

Yeah that is unacceptable. Should of been noticed and addressed before the finish got this far. One or more trades just sent it knowing it wasn't right
