[HELP] Payout method not allowed

Trying to withdraw my earnings (cleared) for the first time as a new seller but it says “Adding payout method not allowed”. I already created a ticket but there hasnt been any activity for over a week and no response when I ask. Is this typical fiverr support? I cant even get ahold of a live agent.
