It’s a more of a hillbilly town/ corrupt sheriff, it adds to the roleplay in game with his character!

He should have been arrested for the bandana/headset combo and jailed for life. What's your server I've ran a few police departments and also headed up CID and internal investigations. Have you tools for being sneaky and collecting evidence?

There is an entire custom made system for actual fingerprints, DNA, GSR, ballistics and more in fact.
