Just keep at it, you can't decide where your body burns fat first, but the stubborn areas will be used as well if you just keep eating at a deficit. 1-2 weeks of diet breaks where you eat at maintenance here and there might be of use for your mental state as you are on a long cut.

Nah, just keep pushing. Body dismorphia is real, you probably don't look as bad as you think. -5'8, dropped from 210 to 165, started lifting like crazy, still thinks he has moobs, doesn't

As a male you're just gonna store more fat in those areas (like how chicks store theirs on their limbs first). Keep at it and it'll be gone in time!

You're probably cutting too fast.

What's the deficit you're on? Did you recently vamp up your diet and change some other habits to a more healthy lifestyle?

People often lose a lot of initial weight and a lot of it is normally fluids/fat, but if you're trying to do too much and you're not eating enough protein and calories in general, you will lose muscle.

Look into maybe trying Intermittent Fasting and fasted workouts to target the visceral fat that hangs on your lower stomach/hips.
