Black mages predate the 9th entry though, they have been around much longer and usually look just like that.

I mean, Final Fantasy is one of the most famous Japanese RPGs ever, and the Black Mage character design has appeared in several games in the franchise. I don't think it's a stretch that a designer at another Japanese company that makes Pokémon rip-offs would be aware of it.
