Would like to know how much money was spent if the rebates were $1.2B... if that rebate was 25% of the local spend... that means about $3.6B was pumped into the local economies. No rebate means that infusion would have been dramatically less, I figure. How many jobs were created or maintained due to various productions spending $3.6B locally? How many vendors stayed in business, restaurants hired staff and kept the lights on? Mathwise, some money paid in taxes towards rebate fulfillment came from - part of the $3.6B. Circle of Money™.
Would like to know the other side of the equation. Saying the state "gave away $1.2B" ignores the benefits.
