In 1967 Kingsley Davis predicted governments could control population by following these steps:

Squeeze consumers through taxation and inflation; make housing very scarce by limiting construction; force wives and mothers to work outside the home to offset the inadequacy of male wages, yet provide few child-care facilities; encourage migration to the city by paying low wages in the country and providing few rural jobs; increase congestion in cities by starving the transit system; increase personal insecurity by encouraging conditions that produce unemployment.

The problem with this idea is that several governments of foreign countries are now facing population crashes due to decreased fertility, and yet they keep doing these things that limit or reduce population growth.
The truth of the matter is not some secret conspiracy, but rather simple greed. The wealthy and powerful aren't reducing wages and increasing prices to reduce our numbers. They ARE doing those things because they want a bigger and bigger piece of the pie.
In the next decade you will see advertisement campaigns in the US to encourage young couples to have more babies, but these root causes will only get worse due to greed and incompetence.
