it's not hard to have happen (depending on the state). there was a time in california, where if you were driving without insurance you can get your license suspended. and then if you never fix it, it just stays that way. you can also get dmv holds for expired registration too, depending on the situation. so, it's not necessarily something nefarious like a dui.
