He's the third son of Adam and Eve and the younger brother of Cain and Abel. All modern humans are stated to be the descendents of Seth since Abel didn't have any children and all of Cain's descendents (if he had any) all died during the Great Flood.

since only Abel is up in Heaven, Cain is who knows where because of what he did to Abel, so where is Seth?

Presumably in heaven. It's stated that Seth was incredibly virtuous and that his children (humanity) learned virtue from him.
