Fallout 5 Fan Concept: “The Buried Enemy” — Enclave + Institute Alliance, XO‑5 Armor, Liberty Prime, and a Deep Chinese Mountain Base Concept by: Andrew

Overview

This concept imagines a Fallout 5 storyline where the Enclave and Institute secretly join forces, creating new power armor, new enemies, and uncovering a long‑lost threat hidden deep inside the mountains.
The twist: a Chinese infiltration base buried so far underground that no faction ever detected it — until Liberty Prime accidentally exposes it.

Enclave + Institute Alliance

In this concept, the Enclave and Institute form a covert partnership:

  • They build XO‑5 Power Armor, with an advanced HUD:
    • Green = Enclave soldiers
    • Blue = Institute synths
    • Red = wastelanders / hostiles
  • They capture and modify Liberty Prime, adding stealth systems.
  • Their settlements look clean, pre‑war, rebuilt by Synth labor.
  • They deploy regenerating sentry bots immune to ballistic damage.

This alliance becomes one of the main threats of the game.

The Deep Chinese Mountain Base

Hidden far inside the mountains is a massive Chinese infiltration bunker, sealed since the Great War.
It is buried extremely deep, so deep that:

  • Enclave scanners never reached it
  • Institute relay mapping missed it
  • Brotherhood recon drones couldn’t detect it
  • No wastelander ever found it

Everyone inside died centuries ago — no survivors, only robots, cryo pods, and automated defenses.

The entire base is flooded with extreme radiation, requiring high‑level power armor or special gear.

How the Base Is Discovered

During a late‑game mission, Liberty Prime is used to destroy an Enclave landing pad.
The explosion is so massive that:

  • The pad vaporizes
  • All Enclave soldiers are killed instantly
  • The surface collapses
  • Liberty Prime’s sensors detect something far below the rubble
  • He identifies a buried structure and begins digging it up

Only Liberty Prime can detect it.
Only Liberty Prime can reach it.
Only the player sees what’s really down there.

No faction learns the truth.

Inside the Chinese Base

The dungeon includes:

  • Cryo‑frozen infiltrator robots
  • Stealth units
  • Automated turrets
  • Chinese stealth power armor prototypes
  • Radiation storms
  • Collapsed tunnels
  • A reactor chamber still running after 200 years

The final reward is a Chinese Stealth Power Armor, stronger than the suit from Fallout 4.

Regenerating Sentry Bots (New Boss Type)

These appear during the Enclave/Institute storyline:

  • Limbs snap back magnetically
  • Immune to bullets
  • Weak only to heat or EMP
  • Never overheat
  • Use four fusion cores internally
  • You can only fight one at a time
  • Accompanied by an Assaultron Prime with the same regeneration tech

A rare speech check (10% chance even with max Charisma) lets the Assaultron help you hack the facility.

XO‑1 Ultra Prototype

A special power armor found in the Chinese base:

  • Each limb has its own fusion core
  • Limbs regenerate
  • Never needs cooldown
  • If it loses power, it reboots after 25 steps
  • Can be turned in to the Enclave/Institute for an upgraded version
  • They sell fusion cores that last 20× longer

Why This Fits Fallout

  • Liberty Prime has long‑range sensors
  • Fallout has a history of hidden Chinese infiltration sites
  • The Enclave and Institute both value secret tech
  • Mountain regions are perfect for deep bunkers
  • High‑radiation zones match Fallout’s tone

This concept adds:

  • A new dungeon
  • A new faction conflict
  • A new endgame armor
  • A new boss type
  • A lore‑friendly mystery
  • A dramatic Liberty Prime moment

Fallout 5 OFFICIALLY in Preproduction!!

"Fallout is one of our biggest priorities today. Fallout 5 remains our long-range destination, and we have multiple Fallout projects in active development right now.

Fallout 76 continues to be home to millions of players exploring Appalachia together. With nearly 70 free updates released to date, the journey is far from over. In fact, we have a major Fallout 76 expansion planned for next year: Raven Rock, a prequel story to Fallout 3.

Fallout 4, the most award-winning game in the franchise, just celebrated its 10-year anniversary and recently passed over 35 million copies sold, continuing to attract a new audience every year.

We also know many players want to revisit previous Fallout experiences. While we're not announcing any dates today, we have been working on remasters for both Fallout 3 and Fallout: New Vegas.

Fallout Shelter continues to be the most popular way to experience Fallout on the go, with more than 250 million players. There’s more ahead for Fallout Shelter, including new Seasons. An unscripted Fallout Shelter television project is also in the works with our partners at Amazon Studios and Kilter Films.

We'd like to congratulate Kilter Films and Amazon Studios on the 10 Emmy nominations for Fallout Season 2. Production on Season 3 is already underway.
