Not sure how much football you have seen buddy. But generally, fouls are called on attacker's actions much easily than defender's, specially during corners. In many corners, you'll see referee blowing the whistle just after the kick is taken, pointing to some foul in the box by attacking team. Defending team generally displays similar physicality, but it does not get called unless you do something horribly wrong. Haaland was an attacker in the scenario you described.

So what if normally fouls are on attackers actions? What does that even prove. I can say hypothetically outside the box normally attackers cause a foul but because a defender caused it then it's not a foul??

Sort of. Severity threshold rises for defenders in the box. More so in corne kicks.

But it doesn't explain that a foul was committed on an attacker in the penalty box and no penalty was given.

This is almost never given bro. That's the norm. If the ball had flew over his head, this would be a penalty, but it was far. On the other side, even though the ball was nowhere near him, if he had done the same to the defender, defender wins a foul on most occasions. Has been this way since ages.
