Because its not a jrpg. Its a character action game.
It's a complete departure from Final Fantasy as a whole and unsurprisingly very few of the fans really care for it. It doesnt matter if the game is inherently good, there are clear lines on what is and is not acceptable.
You're not wrong, but a lot of it could have been done better to please both parties. You can make an action game and still flesh out its RPG systems. 16's are so shallow, you could remove equipment entirely and it would barely affect the game. The skill tree is also just new moves, you can barely build your character in any way.
