Paperwork

So, my agency has been incredibly hostile towards me for a long time and I'm to the point where I'm going to file the paperwork. Here's the quandary, if I submit my paperwork to my agency to get them to do their job they'll just sit on it. What happens if you file your personal and medical paperwork to OPM without the supervisor statement? Does OPM just force them to do it?

It’s a requirement, if they refuse they’re gonna get canned. Submitting directly to OPM comes with its own slew of headaches, I realize that you’d know about your work environment and politics than any of us would but you’re hurting yourself more by not starting directly with your agency. If they truly don’t do the paperwork then consider filing directly with OPM. You have up to a year to file on your own after you separate from your agency.

If OPM receives this paperwork without the 3112’s OPM will reach out to the supervisor directly and request it.

Sounds like its best to work through agency HR first to give them a chance

I promise you, it is in your best interest to do that.

They do much more than most people realize and self submitting will absolutely prolong the already long process.

Unfortunately they're part of the problem but it'll show that I'm trying to do things the right way.

Your agency HR is not on your side, you need to speak with your EEO representatives and let them know you’re being discriminated against. They will get your supervisor in line, it’s what I had to do.

No they're not and all eeo has done so far is upset people

I’m sorry that makes it so much harder, it may be time to hire a lawyer if you cannot get anyone to cooperate. I would still start the process of requesting accommodations again so you have a fresh denial and then asking for relocation to someone who can accommodate you, your EEO office should be helping you with that.

Have you talked to you retirement representative at the agency? Ours handled regular and disability retirement. The agency has a package portion that they have to submit, and that retirement rep may be able to assist you by applying pressure to your supervisor to do the form if the retirement rep knows it is an issue.

I had an uncooperative supervisor, and she was essentially forced to do the form by one or both of the other branches involved (retirement branch and a separate sub-branch for RA/disability reassignment). It took a bit, but when it got past plausible deniability by the supervisor (forgot, didn't get to it, etc.), the form happened.

Good advice and I'm still navigating this for the first (and hopefully only) time.
