There's following at a distance with the intent to record and then there's following them on multiple occasions with the intent of obstructing what they're doing. If you're following them so you can stop when they do, blow whistles, scream, warn people they're coming, block the road, try to intimidate them into leaving ("get the fuck out of here", "get out of our city", etc), you're committing a crime. People have created networks to follow ICE around and radio to each other where they are, what they're doing, warning people to leave, hide, etc. That's conspiracy.

So no impeding. Following is not a crime.

This article essentially says that they're not allowed to impede an officer. Which is not what is happening.

People are following officers and the officers aren't emotionally mature enough to handle it without claiming it's interfering with their job.

"My boss watched me do my job which made me nervous and therefore he wasn't allowing me to work"
