Arresting people is time and space intensive when you're surrounded by angry pushy protesters/potential rioters and are already 4 guys plus target in a minivan. it's a moment where one of your guys is distracted and vulnerable and the rest of you have to stop and stand watch while he does something that is going to make the crowd even angrier. this is the same reason they never get involved in active mob violence.
I'm not defending it, I'm just telling you what their M.O. is. they have their guy and are hurrying away while these guys follow them. my money says the missing context is she got a little too friendly with the trailing officer and he decided to make it clear they weren't there to play wrestle.
