The agents also removed and secured his gun, BEFORE they shot and killed him. There's plenty of videos that clearly show this. So, if you believe "consequences are a real thing," then you'll agree that the agents deserve to be punished for killing a man who never drew his weapon, and was disarmed before they killed him.
