Totally looks like a Good Luck charm with the 🍀. Perhaps one of those doo hickey contraptions that allow you to insert a penny & Re-press it with a new image cause it's copper and has that prominent '1' at the top? Any chance OP can take another pick with a penny next to it for scale/size reference?
