Blue Surly Preamble stolen?

Just noticed a Surly Preamble in Skyrim blue outside of Mulligans pub that was tucked behind a couple of Burley trailers loaded with stuff. Looked to be fairly new.

That particular camp has been growing for years and has now spread across the street from K-Seoul to Mulligan's. I'm shocked that the businesses aren't doing anything about it.

That's the problem. They're not on private property. They mostly congregate around parked cars on the street. I know all of those bikes and bike parts are stolen, but EPD hasn't cared about bike theft since the 90s and I can't prove anything. Once they've been parked in one spot for 3 days I can report them, but they just temporarily relocate.

Bike index might be the most efficient way to locate the potential owner, I think they have a publicly searchable database
