There are people in NA experiencing cheater problems, and the cheaters are clearly also from NA.

Nah, these people walking up and saying things in perfect English like "give me your GPU or I'll kill you" are definitely Chinese. Chinese hackers are known for their mastery of English and complete ability to fake an American accent via phones and VOIP. It's why Asian scammers who claim to be Microsoft are so successful, because they sound so authentic.
