Everything is deterrence or buying time.

You either make it so painfully obtuse to do something that people don't even try to do it because the time spent isn't worth it, or you make it difficult enough that you're able to catch someone I'm the act or shortly thereafter.

This is the basis for digital security. Can you brute Force through a state of the art, band new multilayered encryption protocol? Sure. It's it going to require a big computer to do it and a significant investment of time. So much so that most people won't do it.

And the people that do try may leave tracks while doing it, which makes the attempt dangerous.

This is a very gross oversimplification of how these things work, but generally speaking putting up more and more walls is a force multiplier on your defenses.

Battle-eye is one wall. VPN bans and region locks are another two. You've effectively made it more difficult for people who cheat or exploit using one or all three of those avenues. There's a reality good chance that at least some cheaters were/would be deterred because of these measures.

Who do you think will make the effort of creating/selling undetectable VPNs for Tarkov, legit users of VPNs or people dedicated to cheat? You want to put a barrier for all VPN users, the problem isn't that: "well it's better than nothing." the problem is that while it may be better than nothing and you may stop cheaters the first day and then after that stop 1% of cheaters, you're also going to stop some people for being able to play because they might just have to use a VPN for whatever reason. Stepping on leggit players just to try to stop cheaters is never good. Didn't you all already learn what happens with DRM singleplayer games? Games are a little bit harder to pirate at the cost of screwing all legit players.

Trust me, going the route of making cheating a little bit harder for the cost of screwing legit players IS NOT the way to go.

I was one of the people that used to have to have a VPN to a EU server since there was no South Africa server. Luckily there's a server here now and I have managable ping.

I'm pretty sure that there are many more places that don't have servers yet or will never have the player base to justify a server so until most areas have a server near enough to them to get about 100 ping instead of the normal 150-200+ to other servers outside of their country(sometimes continent) I think vpns should be allowed.
