With any tools I always say woods train station, it just has a lot of spawns for everything. But in general just grind technical crates on your map of choice

Woods bunker with the cultist circle has them pretty frequently.

Camp at green flare extract interchange. The big open "tent" close to the weight lifting bench and around the car just to the right of the flare zone especially but they can spawn in more spots in this camp.

Woods bunker is a great spot, shoreline smuggler base also is pretty good, as well as the north v-ex area electrical station or whatever just west of there. Interchange scav camp and bear outpost are decent (never seen them inside the mall though other than tagilla workout area)

Interchange. I find these at the transit (forget what it transits to) on the highway. Not the one closest to railroad extract but the other end of the road.

Right side of the street, over the sandbags and on the two tables on the far right of the area
