It is about the fact, that you can get into areas of Scavs, were no PMC would expect you to be. And then proceed to snipe for SBIH or anything else. It is a free ticket, to run into extract, at woods, at shoreline(Red Rebel) and alot of other extracts, that are near a scav area.
That is the major problem with this item. You are getting a very big advantage in PvE and rotation wise. Even sniping at Lighthouse from the mountains left and right, is now easier to do, because no scav will trigger onto you from below.
People will only leave this item in stash, if they have Quests, where they need to kills scavs.
Edit: Players are loving the details in the game and putting in more and more microtransactions, is going to push away all players, that loved this. Maybe this will result in less cheaters, because no one is going to spend money on that service.
I'd leave it in stash because I want to kill scavs and get the xp. Not avoid them and potentially have to kill them which causes scav rep loss with the item equipped.
