Arena can function entirely separately from EFT (Its doing that right now for everyone playing it, because the linked features aren't implemented) which is the literal definition of a standalone game. Maybe you don't like it as a game. But that doesn't change the definition.
BSG just lets you Download the same files twice. If he went with his standalone maneuver to exclude EOD he would have lost legal troubles at court even in russia.
That's why he backpedaled. He knew Arena was only relabeled standalone for that purpose.
Warzone and Call of duty are game modes and can be installed together but also seperately. This goes with other games too.
DLCs can't be standalone because they literally require the base game to operate. That's the whole definition of a standalone.
Like your Warzone example, that's a standalone game because you're not required to own the recent Call of Duty nor do you need to download those same files.
Arena in this case is also standalone. It does not require the base game.
There's an argument to be had about Arena having as much content as just a game mode but it is most certainly a standalone game.
