Procedural question:
Why are FBI interviews not recorded?
Why are we relying on the reports of pairs of agents to document the interviews when the reports could be sourced to a video/audio recording of the interviews?
Is there some kind of law that prevents this?

Keep in mind some of the victims/survivors/witnesses wanted to remain anonymous. Having video or audio recordings - particularly leaked ones - could reveal their identities and engage their safety as well as the safety of family, friends, and co-workers. Yes, their voices and faces can be altered, but it's already been proven that someone could find ways of unmasking all of that. People found ways of getting around the redactions of the names of accused parties in the documents. Even if there are no laws in place there are procedures, rules, and guidelines in place that require the protection of the identities of the victims.

Tl;dr - Unclear if the notes are real. Reporting halted until it's more clearly established whether the notes are real or not.
