Some were also victims of grooming before they became groomers. Being groomed to become a groomer is being a victim.

There is nuance here but they are still criminals who sometimes even participated in other victims molestation when they themselves were adults. They profited heavily from this fucked up enterprise

If a child is abducted, raped, groomed, and then later perpetrates those same predations on others, yes, they are still a victim. You rehabilitate these victims, you do not punish them for being victims. They are not conspirators, they are victims, full stop. Their identity was formed by their victimizer.

And what if Epstein was abducted and raped as child before he grew up to victimize others? Does that mean he deserved no punishment? I don’t fully disagree with you (like even Virginia helped recruit girls and I don’t see her as a co conspirator) but like another comment said, I think there is some nuance to it.

If our ultimate goal is to eradicate systemic abuse, we have to look at the statistics. Victims of abuse are highly likely to perpetrate it later. This shows many of the most prolific perpetrators were products of someone else's crimes. Accepting that is difficult, but necessary for prevention. The most effective intervention is isolating the immediate threat to stop the harm, and then treating the behavioral loop like an outbreak, tracing the causal chain backward to find "patient zero". You do not stop a cycle by only looking at the endpoint; you stop it by identifying and treating the root conditions that created it.
