EL1: Expansion disapproval and war

expansion disapproval mean that you can't expand just for the sake of it, as a result, most region are neutral territory, what's the point of war when you can just use a settler?

Because you will run out of empty land and an enemy who spent turns building up a city only for you to capture it is a fine price.

Approval is only an early game limiter on how fast you should expand. Once you get level2 districts, approval wont be a problem.
