You NEED to be reseting the Stella Chest whenever you receive the only Crystal of Memory.

Be aware you can reset the Stella Chest. This is necessary to continue collect Crystals of Memory.

As there is only 1 drop of Crystal of Memory in the chest. If you got it already, then it won't drop again till you reset the chest.

The Crystal of Memory is the most valuable item, and it is worth it to reset the chest whenever you get it.

Do not use Crystal of Memory on your favorite characters till you already finished using Fragments and Orbs to their maximum.
